Here is a close up of on on of the residuals 
Once I had the map projected, I could see that in many places there map was very accurate.
In other areas, it was off by a bit. 
Here, the paper map appears to be shifted a bit to the left of the digital map, and the shapes are slightly off.
Here is the bathymetry points on the map. I tried to do a topo to raster conversion to see what the results would be, but it told me I did not have enough points.
